? what kind of markers do you use?
~ promarkers. you can buy these in almost every art store [link]
? can you use markers over colored pencils without any smudges?
~ that's why I started do use coloured pencils for linearts. when I used markers over pencils it made smudges (maybe it's because I use soft pencil like 2B)... also coloured pencild don't get marker tip dirty and finished picture looks more colourful.
? how do you edit your scans?
~ I use photoshop (of course there's more good (and free!) programs like SAI etc)
? what kind of pen do you use?
~ a Pentel's one [link] (the only one in my art store...) you can also use a corrector or white poster/acrylic paint
